Pool Construction in Jacksonville, FL

Chapter 489 of the Florida Statutes sets pool construction apart from general contracting. A Certified Pool/Spa Contractor or Registered Pool/Spa Contractor license is required to build the shell, plumb the equipment, and wire the pool circuit, and the license can be looked up on the state DBPR website.

You get that name and license number in writing before anything starts, so you can look it up yourself and confirm the insurance directly with their agent.

Every in-ground pool needs a building permit plus electrical sub-permits for bonding and equipment, and often plumbing and gas permits for a heater. The authority depends on the address: the City of Jacksonville Building Inspection Division for most of Duval, separate departments at the beaches, and county building divisions in St. Johns, Clay, and Nassau.

Inspections follow the build in order: steel and bonding before the shell is shot, deck bond and a plumbing pressure test before the deck pours, electrical rough-in and final, a barrier or safety final, and a last inspection before the pool can be filled.

Chapter 515 of the Florida Statutes requires at least one approved safety feature before a new pool passes final inspection: a 4-foot barrier with self-closing, self-latching gates that swing outward, an approved pool cover, exit alarms on doors and windows rated at 85 decibels, self-latching devices on those doors, or a pool alarm meeting ASTM F2208. A compliant screen enclosure with a self-closing door usually satisfies the barrier on its own, which is one reason so many Jacksonville pools are caged.

Much of Duval, St. Johns, and the beaches sit on sandy soil with groundwater a few feet down, and lots near the river or coast can hit water within the first couple feet of digging. We run well points or sump pumps during excavation so the hole stays workable while steel is tied and gunite is shot.

Every gunite pool gets a hydrostatic relief valve at the main drain so rising groundwater can enter an empty shell instead of pushing it upward. A fiberglass shell is lighter and more sensitive to flotation, which is why we never drain one and always set it on gravel with engineered backfill.

Within a few miles of the ocean or Intracoastal, airborne salt attacks standard hardware fast. We spec 316 stainless steel for handrails, ladders, and anchors, and marine-grade powder-coated aluminum for enclosure frames near the beaches, Ponte Vedra, and Amelia Island. Equipment pads closer to the water also wear faster and get a shaded, sheltered location where possible.

Most planned communities here, including Nocatee, Julington Creek Plantation, Eagle Harbor, and the gated Ponte Vedra and Amelia Island neighborhoods, require architectural review approval before a county or city will accept a permit application. Reviewers typically ask about setbacks, lot coverage, enclosure color, and drainage. We prepare the site plan for that review and submit it alongside the permit so both move together.

We follow the same five steps on every project: a free on-site estimate, a 3D design of the pool and deck, a fixed line-item quote, the build, and a final walkthrough. You see the pool rendered before anyone digs, and the quoted price covers the scope you approve. Anything you add, and anything the excavation turns up that was not visible at the estimate, is priced in writing before the work happens.

A base gunite pool with basic equipment and a minimal deck runs $65,000 to $110,000, and adding a spa, tanning ledge, upgraded finish, and heater moves the range to $110,000 to $180,000 and up. A fiberglass pool with a basic deck runs $55,000 to $95,000, larger shells with upgrades $95,000 to $140,000.

Permitting and HOA review typically take three to eight weeks depending on the jurisdiction. Once permitted, a fiberglass build usually finishes in four to eight weeks, and a gunite build takes ten to sixteen weeks from excavation to final inspection.
