What the homes and lots are like in Fleming Island
Fleming Island is a peninsula between Doctors Lake and the St. Johns River, and the housing stock tracks the order the land was developed. Hibernia and Pace Island, the older northern and riverfront sections, mix larger custom homes on wooded lots, some dating to the 1980s, with deeper setbacks from the shoreline than the newer subdivisions.
The middle of the island filled in through Eagle Harbor and Fleming Island Plantation starting in the 1990s into the 2000s, and Margaret's Walk added a later phase closer to town center. Most of those pools are now 15 to 30 years old, old enough for the first resurfacing or a full remodel. A share of buyers here bought a house with a screened lanai and paver patio but no pool, planning to add one after closing.
Who permits a pool in Fleming Island?
Fleming Island is unincorporated Clay County, so the Clay County Building Division issues the building permit along with the electrical, plumbing, and gas sub-permits a pool needs, filed through the county's online Citizens Access Portal. There is no separate town office here the way there is in Orange Park.
The permit is rarely the first hurdle. Eagle Harbor and Fleming Island Plantation both run an architectural review committee that reviews pool and spa placement, setbacks from easements, screen enclosure design, and finish colors, and Eagle Harbor's guidelines specifically state that pools cannot encroach on any easement. Getting that approval before the county permit is filed is standard practice here.
Common lot sizes in these subdivisions run smaller than the older Hibernia and Pace Island lots, so setback and easement math often drives the pool shape more than budget does. We lay out the ARC submission and the county permit drawing from the same survey.

What else to know about building here
Lots that front Doctors Lake or the St. Johns River can carry a mapped flood zone and softer, muck-like soil near the water line, which sometimes calls for over-excavation or engineered fill before a gunite shell goes in.
The tree canopy across the island is heavy, and a screen enclosure here has to be engineered to shed a real oak leaf load, not just wind, so we size gutters and panel spans accordingly. Nearly every lot sits inside an HOA, so architectural review is the default, applying as much to a spa add-on or rescreen as to a new pool.
