Mandarin is 20 to 25 minutes from our Jacksonville office down I-95 and I-295 to San Jose Boulevard, or straight down Philips Highway when the interstates are backed up.
What the homes and lots are like in Mandarin
Mandarin Road bends along the river under live oaks that predate the neighborhood by a century, and the lots behind them run larger than almost anywhere else in the consolidated city, often a quarter acre to well over an acre. Closest to the river, on Mandarin Road, Loretto Road, and around Plummer's Cove, houses date to the 1960s and 1970s, some still on septic, and a pool there usually means designing the equipment pad and shell around an existing drainfield.
The second wave came in the 1980s once I-295 and the Buckman Bridge opened the area: Mandarin Station, Pickwick Park, and the streets off Sunbeam Road filled in with two-story houses on lots deep enough for a full backyard pool package. A pool poured back then, if one exists, is now 30 to 45 years old and almost always due for a complete remodel. Beauclerc and the river estates toward San Jose Boulevard mix 1960s ranches with larger custom homes where a pool and spa combo with a large paver deck is common.
Who permits a pool in Mandarin?
Mandarin has been part of the consolidated City of Jacksonville since 1968, so pool permits go through the City of Jacksonville Building Inspection Division, filed online through JaxEPICS. A pool permit follows the standard city sequence: pre-gunite steel and bonding, deck bond and pressure test, electrical, a barrier or safety final, and a final inspection before filling. Most of the older river-side streets have no HOA, though the 1980s and 1990s subdivisions south of Sunbeam Road often do.
A 2001 city ordinance designates Mandarin Road a scenic and historic corridor, and live oaks six inches or larger within 20 feet of the right of way there cannot be removed. Off that corridor, the general tree ordinance still requires a permit to remove a protected tree, though single-family lots get some relief from mitigation fees. On septic lots, Florida rule 64E-6 requires at least 5 feet between a septic tank or drainfield and a pool wall, so we check capacity before finalizing the layout. Riverfront lots also carry FEMA Zone AE, reviewed by the city's Development Services Division.

What else to know about building here
Riverfront and creek-front lots near Plummer's Cove and along Julington Creek Road carry FEMA Zone AE, and near the water the soil can shift from sand to muck that needs over-excavation or engineered fill under a pool shell. We test the soil before quoting a gunite build there.
A pool sited too close to a live oak will fight the roots for years, cracking decks and pushing on the shell. We keep excavation clear of major root zones and bring in an arborist for root pruning when a pool has to sit near a protected tree that stays.
