What the homes and lots are like in Neptune Beach
Neptune Beach is wedged between Atlantic Beach at Atlantic Boulevard and Jacksonville Beach at Seagate Avenue, and most of its housing went up between the 1950s and the 1980s. East of Third Street, block ranches on slab sit on lots that usually leave more room behind the house than the tighter beachfront blocks in the neighboring cities, which is why a pool here often fits without touching the front yard.
Seagate at the south end and Neptune by the Sea at the north are the two neighborhoods that see the most pool work, both under steady teardown pressure. Who permits a pool in Neptune Beach?
Neptune Beach has run its own building department since it incorporated in 1931. The City of Neptune Beach Building Department reviews plans and inspects under the 8th Edition (2023) Florida Building Code, and a pool submittal has to show the pool, the equipment pad, and the deck on the site plan along with a separate electrical permit application. A straightforward pool typically moves through review in a few weeks; a cage that needs an engineer stamp for wind uplift takes longer.

Residential districts cap impervious surface at 50 percent, and the city counts more than most: pavers, gravel, crushed shell, and raised structures all count against the limit along with the house and driveway, and only lawn and planting beds stay outside it. Semi-pervious pavers and engineered drainage can earn partial credit if the building official agrees, which sometimes makes room for a bigger deck.
A new pool still needs one Chapter 515 safety feature before the final inspection. Most homeowners here choose a screen enclosure with self-closing, self-latching doors, which also keeps the deck usable through bug season on the older, shaded lots.

The oceanfront rows sit in special flood hazard zones, but most of Seagate and the streets west of Third Street are in a lower-risk flood zone, so a pool equipment pad there does not carry the elevation requirement a coastal pad would. Salt air still reaches every part of the city, so cage frames, ladders, and handrails get marine grade coated aluminum and stainless fasteners rather than standard galvanized hardware. Because the city is walkable, front porch additions often ride on the same permit as a backyard pool, and both count toward the same coverage tabulation.
