A pool and cage built in Julington Creek Plantation in the late 1990s or early 2000s is now old enough to need new plaster, tile, equipment, or a full rescreen. What the homes and lots are like in Julington Creek

Julington Creek Plantation broke ground in 1994 and filled in across 46 neighborhoods through about 2004, with Cimarrone building out from roughly 1995 to 2007. A pool poured for an early Plantation house is now 20 to 30 years old, past its first plaster life, its original pump and filter, and often its original cage. Rescreening a JCP enclosure from that era is one of the most common calls we get, since the aluminum framing has usually outlived at least one round of screen.

Plantation Estates, the gated ICI section inside JCP, is one of the newer pieces of the community, so work there skews toward equipment upgrades rather than full remodels. Outside the Plantation, Fruit Cove, Orangewood, and Bishop Estates Road sit on one to three acre lots that predate the CDD, some with creek frontage, and have room for a larger freeform gunite pool with a spa and a full paver deck that a standard Plantation lot cannot fit.

Who permits a pool in Julington Creek?

All of Julington Creek, Fruit Cove, and the Race Track Road corridor is unincorporated St. Johns County, so pool permits come from St. Johns County Building Services. The creek itself is the county line; Mandarin on the far bank permits through the City of Jacksonville with different forms and scheduling. A pool permit follows the standard sequence of pre-gunite, deck bond and pressure test, electrical, barrier, and final inspections.

Inside the Plantation, the Property Owners' Association reviews a new pool, a resurfaced deck, or a replaced cage, and the county notifies registered associations when an exterior permit is filed. Cimarrone and Plantation Estates have their own committees on top of that. A straight resurface with no shape or deck change is a lighter review than a new build. The older acreage lots outside the Plantation usually have no HOA, which gives more design freedom on size and spa placement.

Lots backing to Julington Creek, Durbin Creek, or the marsh between them fall in FEMA Zone AE. A remodel that keeps the existing shell footprint is usually straightforward, but a new pool, an added spa, or an expanded deck goes through county floodplain review first, and the county Floodplain office can issue a determination for a specific address.

The Plantation was built around mature pines and live oaks left standing at the preserve edges, and those trees drop needles into cage gutters and push roots against older shells. We plan the gutter line and, on a new build, the footprint around what is actually growing on the lot.
