HN Pool Construction designs pools, spas, and screen enclosures for Atlantic Beach homeowners, from the oak-shaded cottages of Old Atlantic Beach to the wider Selva Marina lots and the newer homes around Atlantic Beach Country Club. Every project goes through the City of Atlantic Beach Building Division, and because the city protects its tree canopy and caps impervious surface at 45 percent, we plan the pool footprint around both first.

What the homes and lots are like in Atlantic Beach

The live oak canopy over Beach Avenue and the numbered streets of Old Atlantic Beach is older than most of the houses under it, and it changes how a pool gets sited here. Cottages from the 1920s through the 1950s sit on lots with mature root systems close to the back door, so the shell, the equipment pad, and the deck have to be laid out around the critical root zone of any protected tree rather than through it.

Selva Marina, platted around the golf course, has wider lots than the oceanfront cottages and more room for a pool and a cage without touching a tree. Atlantic Beach Country Club is different again. The old country club there was rebuilt and renamed in 2014, and the newer homes around it are still adding the pool the builder left out, through the community architectural review committee.

Who permits a pool in Atlantic Beach?

Atlantic Beach runs its own Building Division, separate from the City of Jacksonville and the neighboring beach cities. A pool permit here means plan review, electrical and, if a heater is added, gas sub-permits, and the usual inspection sequence through the final before the pool can be filled. A submittal that includes the tree survey and the impervious tabulation up front tends to move faster.

Two numbers govern the pool footprint. The first is 45 percent, the maximum impervious surface allowed on a residential lot, counting the roof, driveway, and any slab deck. A pool water surface only counts at half that rate, and a wood deck raised at least 2 inches off grade does not count at all, which is why we often recommend a raised composite deck around a pool on a tight lot. The second is the tree ordinance: removing a regulated tree of 8 inches or more in trunk diameter for a pool shell or equipment pad requires a permit and mitigation.

A new pool also needs one Chapter 515 safety feature before final inspection, most often a screen enclosure with self-closing doors. In the gated communities that approval follows the homeowners association sign-off, since Atlantic Beach Country Club reviews every exterior addition before the city permit is filed.

What else to know about building here

Nearly three quarters of Atlantic Beach by area is water, so oceanfront and marsh-side pool equipment pads often carry a flood zone elevation requirement that interior lots in Old Atlantic Beach and Selva Marina do not. Stormwater from any new pool deck has to stay on the lot. Salt air reaches every part of the city, so cage frames, handrails, and ladders get marine grade coated aluminum and stainless fasteners rather than standard galvanized hardware, and the oak canopy keeps a shaded pool deck cooler than an open one on a treeless lot.
