Middleburg homeowners fall into two groups: acreage lots with room to build almost any pool shape, and newer HOA subdivisions off Blanding Boulevard and County Road 218 with tighter setbacks. Middleburg is about 33 miles and 38 minutes from our Jacksonville office via Blanding Boulevard, our longest routine drive in Clay County.
What the homes and lots are like in Middleburg
Much of Middleburg is still rural Clay County: half-acre to multi-acre parcels along Black Creek and the roads branching off Blanding Boulevard, with houses ranging from older farmhouses to newer custom builds on well and septic. These lots have room for a large freeform gunite pool and a full paver deck without subdivision setback math, but well and drainfield locations usually decide where the pool can go. Access matters too: a gunite pool needs room for excavation equipment, and a wooded parcel can mean clearing a path or a section of trees first.
Closer to Blanding Boulevard and County Road 218, subdivisions built over the last 15 to 20 years, including Azalea Ridge, Two Creeks, and Pine Ridge, sit on smaller, more conventional lots with HOAs and, in some cases, a community development district underneath. Azalea Ridge is an age-restricted community, which shapes demand toward smaller pools, spas, and low-maintenance decks.
Who permits a pool in Middleburg?
Middleburg is unincorporated Clay County, so the Clay County Building Division issues the pool permit and its electrical, plumbing, and gas sub-permits through the county's online portal, the same as the rest of the county outside Orange Park's town limits.
Well and septic systems change the permitting sequence on rural lots. Florida requires setback distances between a pool and a septic tank or drainfield, and pool backwash cannot discharge onto or near the drainfield. When a lot is on well and septic, we pull the health department record for the drainfield location before finalizing pool placement, and a pool that would encroach on the setback needs Florida Department of Health sign-off.
In Azalea Ridge, Two Creeks, and Pine Ridge, an HOA architectural review process runs alongside the county permit, covering pool placement, fence and screen enclosure design, and setbacks from the smaller lot lines these subdivisions carry. We prepare that review package ahead of the county application.

Black Creek and its tributaries run through Middleburg, and low-lying parcels near the creek can carry a mapped flood zone that affects equipment pad elevation and deck drainage. We check the flood zone for the specific parcel before design.
