A pool address in St. Augustine can mean two different processes: inside city limits, where historic district review may apply before the permit, or in the unincorporated county, where St. Johns County Building Services handles World Golf Village, Murabella, and Palencia. HN Pool Construction designs and remodels pools across both and confirms the review path first.

What the homes and lots are like in St. Augustine

Inside the old city, housing runs from Spanish colonial and Victorian era homes downtown to the bungalows and shotgun houses of Lincolnville and the Abbott Tract, most built well before backyard pools were common here. A pool on one of these lots is almost always new construction on a small, tightly bounded yard.

Davis Shores, platted in the 1920s on filled marsh across the bridge from downtown, holds a different mix: mid-century ranch homes on canals and open water, many with pools from the 1960s through the 1980s overdue for resurfacing, in a neighborhood that has flooded repeatedly during storm events.

Out in the county, World Golf Village, Murabella, Palencia, and St. Augustine Shores represent a different era: 1990s through 2010s planned communities with consistent lot sizes, HOA governance, and, in several cases, a house bought without a pool that the owner is adding later. Crescent Beach, Vilano Beach, and Anastasia Island county lots add oceanfront and Intracoastal conditions.

Who permits a pool in St. Augustine?

Inside St. Augustine city limits, the City of St. Augustine Building Department issues the permit through its online portal. In the HP-1 through HP-5 historic preservation districts, covering the downtown core, Lincolnville, and the Abbott Tract, a Certificate of Appropriateness from the Historic Architectural Review Board is required before the building permit, covering fence and enclosure visibility. Matching, low-impact changes can sometimes clear at staff level rather than a full board hearing.

Outside city limits, in World Golf Village, Murabella, Palencia, St. Augustine Shores, and the county portions of Crescent Beach, Vilano Beach, and Anastasia Island, St. Johns County Building Services has jurisdiction instead. These planned communities also run HOA architectural review, and sometimes a village-level association reviews the submission before it reaches the master community association, adding time on top of the county permit.

Davis Shores sits inside city limits with minimal HARB reach, but its FEMA Zone AE designation adds a layer: deck and equipment pad elevation has to account for base flood elevation, confirmed with the city floodplain office before finalizing a canal lot design.

What else to know about building here

Salt air reaches most of the island and coastal county lots, so we spec 316 stainless hardware and marine-grade powder coated aluminum for cages and handrails on Vilano Beach, Crescent Beach, and Anastasia Island projects, not standard inland hardware.

The water table across the island and much of coastal St. Johns County runs high, and coquina and shell content in the soil can affect excavation and dewatering. Davis Shores and low-lying parts of the historic core have a documented flood history, including repeated storm surge and tidal flooding, which we factor into deck elevation and equipment placement.
